A few of my coworkers and I are discussing the blank lines update and wondering if it applies to the t pages as well.
For example, if the special symbols end on lines 24 or 25, does there need to be a blank line before the “Transcriber’s Notes Page” centered heading? Formats 2.6.1a says “Place TRANSCRIBER’S NOTES as a centered heading on line 1 (line 3 if a running head is used).” So does this mean that it always starts on the first line, or should it move sometimes due to the blank lines rule?
Another example would be the title page and the Special Symbols page. Since the title page always ends on line 25, when there is not a second title page, should there be a blank line before the Special Symbol’s centered heading? There is also a guideline in Formats (2.5.2a) that says the heading should be on lines 1 and 2 (or 3 and 4 if a running head is used).

You have asked an intriguing question.
The consensus is, the the specific headings you reference are part of the transcriber pages. Since these pages are not part of book, the information on these pages follows the specific guidelines in their relevant sections of braille formats.
Specifically, the two sections mentioned (2.6.1a & 2.5.2a), state exactly where both headings are to be placed. Since there are specific guidelines for these headings, our belief is that you should follow 2.6.1a & 2.5.2a irregardless of the text on the previous page.
