Double Spacing

I am double spacing a 4th grade Language book. I have formatted some words in list format and then exercise after this. Normally there would be a blank line between list and exercise but with double spacing I get three blank lines. Is this correct?

With double spacing you double the blank lines…so where there would be no blank lines, there is one. Where there would be one blank line, there is two.
